 number of Argentinean universities have refused to accept donations from mining companies and Mr. Gómez calls on Canadian institutions to carefully look at company practices when considering offers of this type of funding.

El Consejo Directivo de la Facultad de Humanidades y Ciencias Sociales, de la Universidad Nacional de la Patagonia San Juan Bosco expresó su rechazo al Marco Regulatorio de la Actividad Minera e Hidrocarburífera impulsado por el Poder Ejecutivo de la Provincia del Chubut y promocionado fervientemente por algunos diputados.

Este pronunciamiento fue presentado como moción por el docente Sebastián Sayago y fue aprobado por mayoría.
El debate fue extenso e incluso esta presentación tuvo grandes cuestionamientos del consejero por el claustro de graduados Mario Palma Godoy, un conocido investigador que trabaja para la minera Santa Cruz y la conocida Patagonia Gold entre otras.

A este pronunciamiento se sumó una segunda moción que fue aprobada también por mayoría y con la negativa del citado graduado. La misma expresa que se insta a modificar las leyes nacionales que rigen esta actividad extractiva haciendo alusión explícitamente a la prohibición de la megaminería.
Pronunciamiento del Consejo Directivo de la Facultad de Humanidades y Ciencias Sociales respecto del proyecto de Marco Regulatorio de la Actividad Minera impulsado por el Gobierno de la Provincia del Chubut
El Consejo Directivo de la Facultad de Humanidades y Ciencias Sociales expresa su rechazo al proyecto de Marco Regulatorio de la Actividad Minera impulsado por el Gobierno de la Provincia del Chubut.
Las razones que justifican este rechazo son las siguientes:
1) Las leyes nacionales que regulan la actividad minera establecen un modelo extractivo altamente perjudicial para el Estado nacional en términos económicos. Se fija un porcentaje casi insignificante en conceptos de regalías, se establecen grandes ventajas impositivas y se definen mecanismos de control extremadamente laxos, lo que configura un sistema de explotación propio de un vergonzoso capitalismo dependiente.
2) La megaminería es una actividad productiva perjudicial en varios aspectos: genera escasos puestos de trabajo en relación con la envergadura de los emprendimientos, consume enormes cantidades de agua y de energía, deteriora el medioambiente y genera enclaves que operan como Estados soberanos dentro del Estado nacional.
3) La megaminería es una actividad productiva que, dada su escala, no puede ser controlada por Estados de países más desarrollados que el nuestro. Esta situación nos hace pensar que es difícil que un Estado provincial argentino pueda ejercer con eficiencia el rol de contralor.
4) El Gobierno provincial afirma que la megaminería es la única alternativa de desarrollo en zonas específicas, tal como la Meseta Central. Pero esto no es cierto, ya que, desde hace tiempo, se sabe que hay grandes acuíferos subterráneos que podrían revertir en poco tiempo el efecto de las sequías y generarían alternativas económicas sustentables, muchas de las cuales son compatibles con la tradición cultural de las poblaciones originarias de la zona. Es decir, con el agua disponible, se podría desarrollar un modelo económico ecológico, inspirado en una relación de respeto hacia la naturaleza.
5) El Gobernador Martín Buzzi anunció en reiteradas ocasiones que la política minera iba a ser objeto de un debate público, amplio y democrático. Sin embargo, ese debate nunca se realizó. El gobierno busca obtener la denominada "licencia social" sin escuchar la voz de investigadores especializados en el estudio de las consecuencias ambientales, sociales y legales de la actividad minera. También ha dejado fuera del debate a numerosas organizaciones sociales y políticas que sostienen posicionamientos reflexivos y válidos.
Por las razones expuestas, solicitamos al Gobierno provincial que desista definitivamente de su intención de aprobar el Marco Regulatorio de la Actividad Minera. Lo instamos a buscar alternativas de desarrollo económico que sean sustentables y verdaderamente inclusivas.






The Steering Council of the Faculty of Humanities and Social Sciences of the National University of the Patagonia San Juan Bosco expressed his rejection to the regulatory framework of the mining activity and hunting driven by the power Executive in the province of Chubut and fervently promoted by some members.

This pronouncement was presented as a motion by the teacher Sebastián Sayago and was adopted by a majority.
The discussion was extensive and even this presentation had large questions of the Director by the Faculty's graduates Mario Palma Godoy, a known researcher who works for the minera Santa Cruz and the known Gold Patagonia among others.



This pronouncement was joined a second motion which was also adopted by a majority and with the refusal of the aforementioned graduate. The same express urging to modify national laws that govern this extractive activity explicitly referring to the prohibition of the megaminería.

Pronouncement of the Steering Council of the Faculty of Humanities and social sciences with regard to the draft framework regulatory of the mining activity promoted by the Government of the province of Chubut

The Steering Council of the Faculty of Humanities and social sciences expressed its rejection of the draft framework regulatory of the mining activity promoted by the Government of the province of Chubut.

The reasons justifying such a refusal are as follows:

1) The national laws that regulate the mining activity establish a highly detrimental extractive model to the national State in economic terms. Attaches a nearly negligible percentage in concepts of royalty, laying down big tax advantages and extremely lax control mechanisms, are defined which set up its own shameful dependent capitalism exploitation system.

(2) The megaminería is a harmful productive activity in several respects: generates few jobs in relation to the scale of the enterprises, consumes huge amounts of water and energy, deteriorates the environment and creates enclaves that operate as sovereign States within the national State.

(3) The megaminería is a productive activity which, given its scale, it can not be controlled by States of more developed than ours. This situation makes us think that it is difficult that a provincial Argentine State can exercise effectively the role of controller.

(4) The provincial government says that the megaminería is the only alternative of development in specific areas, such as the Central Plateau. But this is not true, since, for some time, are known to be large underground aquifers that could be reversed in a short time the effect of droughts and generate sustainable economic alternatives, many of which are compatible with the cultural tradition of the populations originating from the area. I.e., with available water, an ecological economic model, inspired by a relationship of respect toward nature could develop.

(5) The Governor Martin Buzzi announced on several occasions that the mining policy was going to be the subject of a broad, democratic public debate. However, that discussion was never carried out. The Government seeks to obtain the so-called "social license" without hearing the voice of researchers specializing in the study of the environmental, social and legal consequences of mining activity. It also left out of the debate to numerous social and political organizations that hold valid and thoughtful positions.

For the above reasons, we ask the provincial government to cease permanently of its intention to adopt the regulatory framework of the mining activity. We urge economic development alternatives that are truly inclusive and sustainable.
